In-State Tuition for VA Beneficiaries

Veterans Health Care and Benefits Improvement Act of 2020

On January 5, 2021, President Trump signed into law the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (H.R. 7105), a comprehensive package focused on veteran education and healthcare, which includes provisions from the Protect the GI Bill Act. Among many other improvements, this legislation changes the rules on eligibility determinations for in-state students who are eligible for GI Bill benefits. The requirements of Section 1005 go into effect for terms beginning after August 1, 2021. Those considered to be covered individuals include:

  • Those receiving Chapter 30 (Montgomery GI Bill) and Chapter 33 (Post-9/11 GI Bill) educational assistance; or
  • Anyone using Chapter 33 - Transfer of Entitlement (TOE) benefits; or
  • Surviving Spouses or Children under the Fry Scholarship; or
  • Individuals who remain continuously enrolled after initially meeting the requirements and continue to use Chapter 30 or Chapter 33 benefits;

If you feel that you are eligible based on the above criteria please obtain your Certificate of Eligibility (COE) and contact Veterans Services by either visiting one of our Veterans Resource Centers when the campus is open or emailing us at Veterans@msjc.edu.
